Washington, DC – In a major strategic move to modernize its nuclear deterrent capabilities, the US Navy plans to deploy a new fleet of 31 E-130J “Phoenix II” bombers, popularly known as “Doomsday Planes.” This significant step aims to replace the current aging fleet of E-6B bombers, which numbers roughly half that. It also aims to ensure continued strategic communication with nuclear submarines and improve the effectiveness of military operations in the face of current geopolitical challenges.

Program details and official plan

A recent report from the U.S. Department of Defense (Pentagon), cited by Aviation Week, indicates that the Navy’s Tacamo program successfully passed its initial design review last month. The report also confirms that the program is progressing smoothly according to its original plan, with the official Navy program including six aircraft currently under development. In addition, 25 more aircraft are in various stages of procurement, bringing the final total to 31 advanced aircraft.

In the same vein, the director of the Airborne Strategic Command, Control, and Communications program explained that this registered program represents a significant leap forward, supported by dedicated funding for the purchase of the entire new fleet. The E-130J will replace the current E-6B Mercury aircraft, which are based on the Boeing 707 airframe. The U.S. Navy currently operates 16 of these aircraft. The Naval Air Systems Command officially designated the new aircraft as the Phoenix II in August 2025.

Huge cost and extensive engineering modifications

The current cost of a single E-130J aircraft is estimated at approximately $361 million, a significant increase compared to the base C-130J’s cost of around $110 million. This higher cost stems from extensive engineering modifications to meet the requirements of the “Tacamo” mission. The most notable of these modifications is the integration of a 5-mile-long, very low frequency (VLF) antenna. Furthermore, sophisticated communication systems and advanced nuclear defenses have been added to counter radiological and cyber threats. Northrop Grumman was awarded the prime contractor for the project in 2024. Meanwhile, the Navy is relinquishing the “Looking Glass” mission to the U.S. Air Force’s nuclear warning program, “Looking Glass-Next.”

Timelines and potential technical risks

According to Pentagon reports, the U.S. Navy plans to conduct a critical design review of the aircraft in September 2027, followed by a Phase C production decision in August 2029. Initial operational testing and evaluation would then begin by 2033. The budget anticipates substantial allocations, including $10.6 billion for research and development, $9 billion for procurement, and $3 billion for military construction. Despite these positive indicators, the Government Accountability Office (GAO) warned in a previous assessment of emerging technological risks. The most significant of these risks is the potential delay in the production decision due to systems integration challenges and the need for contractors to downsize existing systems to accommodate the C-130J platform.
