Amman, Jordan – Major General Kevin Lambert, commander of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR), the international coalition against ISIS, handed over command to Rear Admiral Liam Hollen. This marks the formal transfer of military command for the international coalition against terrorism in the region.
Strategic role of the Joint Task Force
The Combined Joint Task Force – Operation Inherent Resolve, established in 2014 by U.S. Central Command (CENTCOM) and headquartered in Jordan, is a cornerstone of regional and international military efforts. Its primary mission is to advise, assist, and enable partner forces in the ongoing fight against ISIS in both Iraq and Syria. Furthermore, these efforts aim to ensure the group’s enduring defeat.
High praise for Major General Lambert’s efforts
The commander of U.S. Central Command, Admiral Brad Cooper, presided over the handover ceremony. He highlighted in his remarks the vital role the force plays in combating terrorism, strengthening strategic partnerships, and supporting regional security and stability. In addition, Admiral Cooper also commended Major General Lambert’s unwavering dedication and outstanding leadership throughout his tenure. “I am grateful for his unwavering dedication and outstanding leadership during his command of Combined Joint Task Force – Operation Inherent Resolve,” Admiral Cooper said. “He led an exceptional team, worked at an intense pace, and accomplished numerous dynamic and evolving missions over the past year, including the successful transfer of more than 5,700 ISIS detainees from Syria to Iraqi authorities.”
It is worth noting that Major General Lambert assumed command in July 2025, becoming the twelfth commander in the force’s history. In his closing remarks, Lambert expressed his deep gratitude to his team for their unwavering determination, perseverance, and commitment. Additionally, expressing his pride, Lambert stated, “It has been an honor to serve during this critical period in the region, and I couldn’t be prouder of what the coalition has accomplished.” Major General Lambert is scheduled to transition to a new and vital position as Chief of Staff of the U.S. Army Training and Transformation Command in Austin, Texas.

On the other hand, Admiral Cooper welcomed Rear Admiral Liam Hollen as the new commander of Combined Joint Task Force Command. He noted Hollen’s extensive operational experience, deep understanding of the region, and distinguished leadership career spanning decades within the U.S. Navy. Rear Admiral Hollen previously served as Deputy Director of Operations for U.S. Central Command. Consequently, he is exceptionally well-suited to lead the coalition in its next phase.
