Moscow, Russia – A large-scale drone attack using Ukrainian aircraft struck the Russian Republic of Tatarstan, killing at least 12 people and injuring 39 others. The attack targeted a major industrial city that houses one of Russia’s largest oil refineries. As a result, the President of Tatarstan, Rustam Minnikhanov, declared a national day of mourning throughout the republic.

Targeting the strategic “Tanko” oil refinery

According to Russian media reports, the attack targeted the region’s largest oil refinery, one of Russia’s newest and most advanced industrial facilities. The refinery is owned by Tatneft, specifically the Tanko facility. This facility had previously been attacked in late June. The refinery plays a pivotal role in Russia’s energy sector. It processed approximately 17 million tons of crude oil in 2024 alone. Also, it produced around 2.7 million tons of gasoline and 8.5 million tons of biofuel and diesel. This makes it a frequent target of Ukrainian military operations. These operations aim to undermine Moscow’s economic and military capabilities.

Zelensky’s statements and the escalation of mutual attacks

For his part, Ukrainian President Volodymyr Zelenskyy commented on these developments via his official Telegram channel, asserting that the military operations targeting Russian oil refining and infrastructure “are ongoing and bearing fruit.” He also indicated that the attacks were not limited to refineries but also targeted Russian air defense missile systems and radar stations. This came in response to repeated attacks on Ukrainian infrastructure.

In a related development, the Ukrainian Prosecutor General’s Office announced that Russian forces launched a heavy artillery attack targeting a residential area in the village of Bohayivka in the Chuhuiv region, destroying several homes and killing five civilians. Ukraine’s energy sector was also severely affected. Zelenskyy confirmed that more than 300,000 homes in and around Odessa suffered power outages as a result of the attacks. Efforts to restore service are ongoing. In addition, other cities, including Kharkiv, Pavlohrad, and Kherson, have also been subjected to intense shelling.

Air defense figures and diplomatic efforts

Regarding aerial engagements, the Russian Ministry of Defense announced that its air defenses had successfully downed 456 Ukrainian drones targeting approximately 15 Russian regions and the Crimean Peninsula. In response, the Ukrainian Air Force reported shooting down 126 drones in reciprocal nighttime attacks. Meanwhile, Zelenskyy concluded his remarks by announcing intensive consultations with international mediators this week. These consultations aim to explore political proposals and ways to secure new support packages for Ukraine’s air defense systems.
