Caracas, Venezuela – The Venezuelan Foreign Ministry announced that the Iranian ambassador to Caracas was summoned on Tuesday to formally protest statements described as “insulting and inappropriate” made by officials in Tehran. The ministry stated that a strongly worded formal protest note was delivered regarding the remarks, which targeted Venezuelan institutions and officials, reflecting an unusual tension between the two allied nations.

Background to the crisis and statements by Iranian Foreign Minister Abbas Araqchi

Although Venezuelan officials did not specify exactly which statements they were referring to in their statement, videos circulating online show Iranian Foreign Minister Abbas Araqchi recently saying, in the context of ongoing negotiations with the United States, that Iran is “not Venezuela,” a comparison that Caracas considered offensive to its institutions and national sovereignty.

A potential shift in relations between two historic allies

This sudden escalation in diplomatic tensions between Caracas and Tehran may represent a fundamental and significant shift in the nature of the strategic relationship between the two oil-rich countries, which have long been very close trading partners and political allies since the late President Hugo Chavez came to power in 1999, with the two sides repeatedly cooperating to circumvent international sanctions imposed on them.

Previous cooperation agreements between the two oil-producing countries

It is worth noting that in 2020, at the height of Venezuela’s crippling economic crisis, Iran sent 1.5 million barrels of gasoline to aid the country. Tehran also provided Caracas with over two million doses of polio and hepatitis vaccines in 2025 to support the Venezuelan health sector in the face of its humanitarian crises.

The implications of political change in Venezuela on relations with Tehran

However, observers anticipate that the new Venezuelan interim government, which came to power after the ouster of President Nicolás Maduro in a US military operation, will adopt a completely different foreign policy toward Iran, aiming to improve diplomatic and economic relations with Washington. This tension coincides with the start of political arrangements and negotiations to form a new Venezuelan government under direct US supervision and management, foreshadowing a complete reshaping of Caracas’s regional and international alliances in the coming period.
