Treasury targets Mahmoud El-Ebiary alongside entities in Turkey, Indonesia, and Gaza in push against illicit financial channels

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated a senior leader of the Egyptian Muslim Brotherhood along with three individuals and three entities accused of providing material and financial support to Hamas through international fundraising and transfer channels.

Targeting Multi-Layered Financial Infrastructure

Treasury Secretary Scott Bessent stated that the administration remains committed to pursuing terrorist organizations and their financial facilitators. According to official statements, the sanctioned networks utilized sham charities, commercial trading companies, and informal banking channels to move funds to Hamas’s military wing.

U.S. officials emphasized that the action aims to dismantle multi-layered financial typologies that exploit charitable facades to conceal illicit cross-border transfers.

Designated Individuals and Entities

The sanctions list includes Mahmoud El-Ebiary, a UK-based senior Muslim Brotherhood official serving as Secretary General of the organization’s General Secretariat.

Additional designations target Indonesia-based Tujah Bulah Global (also known as Seven Spikes Global), Gaza-based Madad Palestine Charitable Society, and Turkey-based El-Kahira for General Trading, along with its owner Khaldoon Khamis Zakarya Eldeen and shareholders Zaied Essam Ahmed Aljuboori and Abdallah Essam Ahmed Aljuboori.

Asset Freezes and Secondary Sanctions Warning

Under the enforcement measures, all property and interests in property of the designated individuals and entities within U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in transactions with them.

The Treasury further warned that foreign financial institutions facilitating significant transactions on behalf of the blocked entities risk secondary sanctions, including restrictions on access to the U.S. financial system. The enforcement action was conducted in coordination with the FBI, the DEA, and U.S. Customs and Border Protection.

The latest U.S. sanctions highlight a sustained effort to dismantle transnational financial channels supporting Hamas by penalizing front organizations, commercial enterprises, and key facilitators.
