Moscow – The Kremlin announced that a potential meeting between Russian President Vladimir Putin and his Ukrainian counterpart Volodymyr Zelensky will only take place under predefined conditions, reflecting Moscow’s firm adherence to its positions before any direct diplomatic movement. A spokesperson for the Russian presidency clarified that any summit must be based on “clear foundations” agreed upon through negotiating channels. Accordingly, the future of Russia-Ukraine negotiations 2026 represents a phase of intentional “summit stagnation,” as Moscow rejects symbolic meetings and insists on achieving tangible technical results regarding security and border issues first.

Priority for Technical Talks: Why Does the Kremlin Reject a Rushed Summit?

The Kremlin emphasized that the top priority remains diplomatic negotiations to narrow the gaps between the two sides before escalating to the leadership level. Obviously, Moscow seeks to maintain its negotiating leverage and avoid granting Kyiv a “diplomatic victory” without real concessions on the ground. Certainly, Moscow’s insistence on “predefined conditions” reflects its desire to avoid any summit that does not guarantee its strategic objectives.
