Washington, United States – The Prime Minister’s Office at the Ministry of Cabinet Affairs of the UAE Government has launched a strategic partnership with the World Bank Group. With the aim of supporting efforts to develop government administration globally, by adopting innovative methodologies in simplifying procedures, zeroing bureaucracy, and enhancing the efficiency of government performance. To keep pace with rapid global transformations and contribute to building more future-ready governments.
The partnership aims to establish an integrated framework for cooperation in the fields of administration and government work, and to exchange global best practices that enhance the quality of life of communities. Supporting governments and enabling them to adopt more flexible, efficient business models that are prepared for future challenges. Enhancing government knowledge cooperation to improve performance efficiency, simplify administrative procedures, and promote innovative governance, while leveraging the UAE’s experience in developing and modernizing government services.
Building effective international partnerships
This came during the UAE delegation’s participation in the spring 2026 meetings of the World Bank Group and the International Monetary Fund in Washington.
The signing of the memorandum of understanding for the partnership was witnessed by His Excellency Mohammed bin Hadi Al-Husseini, Minister of State for Financial Affairs, and His Excellency Ajay Banga, President of the World Bank Group. It was signed by His Excellency Mohammed bin Tali’aa Musaed, Minister of Cabinet Affairs for Government Knowledge Exchange and Head of Government Services in the UAE Government. Osman Dion is the World Bank’s Vice President for the Middle East, North Africa, Pakistan, and Afghanistan.
The partnership constitutes an extension of the UAE’s approach to building effective international partnerships that contribute to developing government work globally. It establishes an advanced model of simplifying procedures, places the customer at the heart of the design of government services, and enhances the competitiveness of governments and their ability to achieve sustainable development.

The partnership focuses on enhancing communication and cooperation to exchange experiences and best practices in simplifying government procedures. This contributes to reducing administrative complications for individuals, the business sector, and government employees. Promoting a more efficient and flexible government work environment, and developing an integrated system for cooperation in the areas of government administration and government efficiency.
The partnership reflects the UAE government’s commitment to enhancing international cooperation in developing government work, and its pioneering role in employing its advanced expertise in designing and developing government services. In addition to benefiting from the global knowledge and accumulated experience of the World Bank in supporting leveraged development paths and improving the efficiency of government policies.
The partnership agreement in the areas of cooperation between the two sides covers a number of strategic axes. Most notable are: knowledge exchange, by promoting the exchange of global best practices, methodologies and innovative policies in simplifying procedures and reducing bureaucracy, and capacity building by supporting institutional capacity development and knowledge transfer. Focusing on priority countries, which contributes to enabling governments to adopt more efficient and sustainable models.
It also includes digitizing the government sector by promoting digital transformation and developing simplified regulatory frameworks. It adopts performance-based governance models that support improving the quality of government services and accelerating their delivery.
