Vienna, Austria – The United States and its European allies—the United Kingdom, France, and Germany—are pressing the IAEA Board of Governors to pass a resolution next week referring Iran to the UN Security Council over alleged non-proliferation non-compliance, according to diplomatic sources.

Western Pressure and Non-Proliferation Concerns

Washington and the E3 are actively rallying support ahead of the IAEA Board of Governors meeting in Vienna to adopt the new resolution. The diplomatic push follows persistent friction over Tehran’s safeguards compliance and its failure to provide credible explanations regarding undeclared uranium traces discovered at multiple Iranian sites.

If approved, the resolution would build upon a prior measure passed on June 12, 2025, which formally determined that Iran had violated its non-proliferation obligations amidst escalating military actions targeting nuclear sites.

Referral to the UN Security Council and Escalation

Ultimately, a referral to the UN Security Council would mark a significant escalation in international pressure, shifting the management of Iran’s nuclear file from technical oversight in Vienna to political and multilateral enforcement in New York. The upcoming Board of Governors meeting will determine whether diplomatic coalition-building succeeds in steering the issue toward UN-level action.
