Jerusalem, Israel – Israeli National Security Minister Itamar Ben-Gvir and Defense Minister Israel Katz have renewed calls to relocate Palestinians from the Gaza Strip under the concept of “voluntary migration,” ahead of general elections scheduled for October 27, raising widespread Palestinian fears of mass displacement.

Ben-Gvir’s Seven-Year Plan and Katz’s Endorsement

Ben-Gvir proposed a seven-year initiative to remove Gazans, advocating for the establishment of a dedicated government ministry to oversee the file in the next cabinet. His Otzma Yehudit party listed Turkey, Ethiopia, and the Democratic Republic of the Congo as prospective destinations for Palestinian resettlement. Concurrently, Defense Minister Israel Katz asserted that “no real ultimate solution exists for Gaza without this migration,” adding that Israel stands ready to facilitate transfers should circumstances allow.

The renewed rhetoric comes despite international criticism and ongoing U.S. diplomatic initiatives aimed at negotiating a framework to end the conflict in Gaza.

Electoral Maneuvering and Displacement Concerns

Ultimately, the resurfacing of relocation proposals coincides with campaigning for Israel’s first general election since the October 7, 2023 attacks and the ensuing war. While Prime Minister Benjamin Netanyahu’s office reiterated support for “voluntary migration” while denying plans for forced expulsions or Jewish resettlement in Gaza, political analysts view the declarations as a strategy to mobilize right-wing voters amid intense political competition.
