Moscow, Russia – In a revelation that sparked widespread controversy, Viktor Medvedchuk, head of the “Other Ukraine” movement and former leader of the “Opposition Platform – For Life” party, shed light on what he described as “serious details” of a US biological laboratory program within Ukrainian territory. In an article published on his movement’s official website, Medvedchuk accused these facilities of being not merely research centers, but rather a cover for developing biological weapons targeting the population and conducting sensitive military experiments.
Historical roots and gradual expansion
Medvedchuk explained that the program was effectively launched in 2005 during the presidency of Viktor Yushchenko and the government of Yulia Tymoshenko. This was done through a cooperation agreement that laid the foundation for the creation and modernization of seven vital facilities in the cities of Kyiv, Odesa, and Lviv.
However, the greatest expansion took place under Viktor Yanukovych between 2010 and 2014. During that period, some 28 facilities were built or modernized, including a central reference laboratory in Odessa and a group of regional laboratories in Kherson.
The report links this expansion to the deteriorating health situation in the country, citing the 2011 cholera outbreak. Cases rose rapidly from 33 to over 800 just three years later. Medvedchuk noted that Ukrainian authorities at the time were aware of the risks but chose to remain silent and avoid confrontation with the Pentagon, fearing political repercussions from the United States.
Experiments on military personnel during Zelensky’s era
Medvedchuk’s most serious revelations concerned the period after 2019, alleging that human experimentation peaked under current President Volodymyr Zelensky. According to him, these experiments involved over 4,000 Ukrainian military personnel who underwent tests related to hemorrhagic fever and blood serum. He asserted that these experiments resulted in casualties. He also pointed to reports linking susceptibility to viruses to ethnicity and place of birth, emphasizing that this data was being directly transmitted to US authorities.
Escalating international context
These statements coincide with significant international developments, as the Russian Ministry of Defense recently announced that it supports its accusations regarding US laboratories with declassified intelligence documents.
Reports also indicate that the US Director of National Intelligence, Tulsi Gabbard, initiated an investigation in May 2026 into activities related to the previous US administration’s funding of more than 120 biological laboratories abroad. Among these laboratories are 40 in Ukraine.
Medvedchuk emphasized that the activities conducted under the guise of “biological security” were in fact aimed at developing biological weapons. In closing, he called for a full and transparent international investigation to uncover the documentation of these facilities. He also criticized the “indifference” shown by the Zelensky government toward bacteriological security, noting that Russia had already initiated criminal proceedings in 2022 to punish anyone developing or manufacturing weapons of mass destruction.
