Riyadh – Security authorities in the Kingdom of Saudi Arabia have announced the enforcement of strict penalties, including a financial fine of up to SAR 20,000, against anyone caught violating Hajj regulations by attempting to perform the pilgrimage without an official permit. This decisive step is part of intensive regulatory preparations to ensure the safety of the guests of Allah and the smooth running of the upcoming Hajj season.
Severe Penalties and Deportation Measures
Relevant authorities clarified that the comprehensive plan to curb violations will not be limited to financial fines but will include additional measures in accordance with statutory regulations, such as:
- Deportation of Expat Violators: Along with a ban on re-entering the Kingdom for legally specified periods.
- Penalties for Illegal Transporters: Prosecuting individuals or companies involved in transporting or facilitating the entry of undocumented pilgrims.
- Doubled Penalties: Implementing harsher measures in cases of repeated violations to deter non-compliance.
Preserving the Security and Safety of Pilgrims
Saudi Arabia emphasized that strict adherence to instructions and permits primarily aims to maintain the designated capacity of the Holy Sites (Mina, Arafat, and Muzdalifah). This regulation plays a vital role in managing massive crowd density, preventing overcrowding, and ensuring the seamless delivery of medical and logistical services, thereby providing maximum safety and comfort for official pilgrims throughout the 2026 Hajj rituals.
