Abu Dhabi, UAE – His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, presented His Excellency Santiago Peña Palacios, President of the Republic of Paraguay, with the World Government Award for the Most Developed Governments, one of the highest awards given during the World Government Summit 2026, held in Dubai from February 3 to 5, with high-level international participation.

His Highness congratulated the President of Paraguay on this honor, wishing his country and all countries of the world further progress and prosperity in serving their societies, promoting sustainable development paths and achieving the aspirations of the people.

His Highness the President of the State affirmed that developing governments and enhancing their readiness for the future, keeping pace with rapid transformations, and establishing a work system based on efficiency, excellence, innovation and proactivity, represent a vital priority for countries seeking to make a positive and sustainable impact on the lives of societies, and to ensure a better future for future generations.

His Highness pointed out that the World Government Summit embodies the vision of the UAE in providing a leading international platform for dialogue, exchange of experiences, building partnerships, celebrating outstanding government experiences globally, and benefiting from innovative models that have brought about qualitative shifts in development and governance paths.

The award ceremony was attended by Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority, and a number of sheikhs, ministers, senior officials, heads of state and their representatives participating in the World Government Summit 2026.

Advanced global standards

The World Government Awards celebrate countries that set advanced global standards in governance quality, transparency, sustainable development, and digital transformation, based on a selection of international indicators that measure economic progress, institutional effectiveness, public policy quality, and the capacity for innovation and sustainability.

The nominations are evaluated in collaboration with knowledge partner Ernst & Young, reflecting the World Government Summit’s status as a leading international platform for government innovation and the exchange of best practices.
