Southern Lebanon: Between cautious calm and unannounced understandings to control escalation

Beirut, Lebanon – A cautious calm prevails in southern Lebanon, amid signs of a “conditional truce” between the various actors on the ground. Efforts are ongoing to readjust the rules of engagement and prevent an escalation of clashes during this period.

According to informed sources, the existing understandings are based on a relative reduction in the pace of mutual military operations. In return, there is an unannounced commitment not to expand the scope of targets. A state of readiness and alert is also maintained in anticipation of any developments on the ground.

This lull comes amid increasing regional and international pressure to stabilize Lebanon’s southern border, in an attempt to prevent the situation from spiraling into a wider escalation that could have repercussions for the entire region.

Observers estimate that the current situation reflects careful management of tensions through more disciplined rules of engagement. At the same time, the fragility of the situation keeps the possibility of escalation alive should any breach or sudden development occur.
