New York, USA – The Special Representative of the UN Secretary-General for Libya, Hanna S. Tetteh, announced that the structured political dialogue led by the UN mission is expected to submit its initial recommendations by the end of April.
The final report is anticipated in early June. The UN official emphasized that this report will serve
as the cornerstone for building a comprehensive national vision.
It will also help launch a package of essential political and economic reforms,
primarily aimed at laying the groundwork for the anticipated national elections.
Furthermore, it aims to ensure a peaceful and democratic transfer of power in the country.
The four dialogue tracks for restoring stability
The UN official explained during her briefing to the Security Council that the political dialogue is currently based on four main,
balanced tracks, encompassing security, governance, the economy, reconciliation, and human rights.
This multi-track approach aims to address the deep-rooted causes of the Libyan crisis comprehensively,
ensuring the formulation of sustainable solutions that enhance the efficiency of national institutions.
It also provides the necessary security and legal environment for the success of the electoral process
and fulfills the aspirations of the Libyan people for stability and development.
Call for the Security Council to support the roadmap
The UN official issued an urgent appeal to members of the Security Council, urging them to use their political
and diplomatic influence to ensure that all Libyan parties adhere to the roadmap.
She stressed that the success of the next phase depends heavily on strong international consensus.
This consensus would compel the parties to make the necessary concessions
and prevent any attempts to obstruct the political process.
She also affirmed that the June report would be the true test of the parties’ commitment to moving forward toward a final solution.
Towards a national vision and economic reforms
The UN official indicated that the anticipated outcomes of the dialogue will not be limited to the political sphere,
but will also include economic recommendations and structural reforms
aimed at unifying financial institutions and distributing wealth equitably.
She considered these steps an integral part of the comprehensive national reconciliation process.
Furthermore, improving economic indicators and strengthening governance will contribute
to reducing tensions on the ground and building trust among the various Libyan factions.
This will also pave the way for successful elections held in an atmosphere of transparency and integrity.
