Damascus, Syria – The media center of the Syrian Democratic Forces (SDF) issued an official statement on Friday revealing the full text of the agreement reached with the government in Damascus. This agreement represents a radical shift in the Syrian landscape, as it lays out a comprehensive roadmap for ending the armed conflict and initiating a complete military and administrative integration process.

Dismantling contact points and new military formations

The statement indicated that both parties agreed to a ceasefire under a “comprehensive agreement,” which includes immediate steps on the ground, most notably:

Evacuation of the front lines: withdrawal of military forces from all current points of contact between the two sides.

Security control: Syrian Interior Ministry security forces entered the city centers of Hasakah and Qamishli. Additionally, the integration of security agencies operating in the region began.

Military restructuring: A military division is being formed comprising three brigades from the SDF. A special brigade for the Kobani Forces is also being formed as part of a military division affiliated with Aleppo Governorate.

Administrative integration and civil rights

On the institutional and social level, the statement provided detailed assurances to guarantee the continuity of services and rights:

Civil institutions: Integrating all “self-administration” institutions into the structure of Syrian state institutions, while securing the employment of civil servants in the state’s staff.

Cultural rights: A comprehensive settlement of the civil and educational rights of the Kurdish people, in a way that strengthens the Syrian national identity.

The displaced persons file: Establishing guarantees for a safe and organized return of displaced persons to their original areas.

Syrian territorial integrity

The SDF media center concluded its statement by emphasizing that the ultimate goal of this agreement is “unifying Syrian territory” and achieving full integration through enhanced cooperation among all relevant parties. Furthermore, all efforts are being directed towards the reconstruction of the country and overcoming the effects of years of war.
