Cairo, Egypt – The Egyptian Ministry of Foreign Affairs issued a white paper today, Wednesday, December 17, 2025, entitled “Strategic Balance: Features of Egyptian Foreign Policy in Ten Years.” It addresses the concept of strategic balance, established by His Excellency President Abdel Fattah El-Sisi, as the governing framework for Egyptian foreign policy. This was announced during the Egyptian Family Iftar in April 2024.
The White Paper serves as a documentary and analytical reference for the concept of strategic balance in Egyptian foreign policy. It reviews the frameworks of Egyptian diplomatic action in Arab, African, European, Asian, and international circles, as well as its comprehensive partnerships with major powers. It also highlights the pivotal role of Egyptian diplomacy in supporting peace, security, and development initiatives at both the bilateral and multilateral levels, and in combating terrorism. Furthermore, it emphasizes the promotion of economic and environmental diplomacy.
The publication highlights Egypt’s balanced and responsible approach to regional and international challenges in its foreign policy. This has contributed to consolidating Egypt’s position as a cornerstone of stability in its regional and international environment.
The book also examines the determinants and priorities of Egyptian foreign policy in light of rapidly changing regional and international circumstances. It emphasizes Egypt’s commitment to a balanced foreign policy based on safeguarding national interests, rejecting polarization, and promoting regional stability. Furthermore, it highlights Egypt’s active engagement with various regional and international partners on the basis of mutual respect, shared benefit, and non-interference in the internal affairs of other states.
