Cairo, Egypt – Egyptian Foreign Minister Badr Abdel-Aty received Russian Security Council Secretary Sergey Shoigu on Monday, November 10, 2025. This meeting was held within the framework of strengthening the close historical ties between Egypt and Russia. Both sides are keen to continue coordination and consultation on bilateral cooperation and regional and international issues of common interest.
Ambassador Tamim Khallaf, the official spokesperson for the Ministry of Foreign Affairs, stated that the meeting addressed ways to strengthen strategic relations between the two countries in light of the Comprehensive Strategic Partnership Agreement signed between Egypt and Russia. Minister Abdel-Aty affirmed Egypt’s pride in its long-standing relations with Russia, noting the importance Cairo attaches to advancing cooperation across various fields.
The two sides also discussed progress in implementing major strategic projects between their countries. Foremost among these projects are the Dabaa Nuclear Power Plant and the Russian Industrial Zone in the Suez Canal Economic Zone. These projects represent a cornerstone for deepening industrial and investment cooperation.
Minister Abdel-Aty expressed Egypt’s eagerness for the Russian industrial zone to begin full operation soon. He urged Russian companies to increase their investments in Egypt, reflecting the strength of the economic partnership between the two countries.
The minister praised the growing momentum in bilateral relations, particularly in the work of the joint political and technical committees. He also highlighted the outcomes of the 15th session of the Egyptian-Russian Joint Committee for Trade, Economic, Scientific, and Technical Cooperation.
Regarding developments in the Gaza Strip, the Foreign Minister reviewed Egypt’s ongoing efforts to solidify and sustain the ceasefire agreement. He emphasized the importance of joint action towards implementing the second phase of the agreement, encompassing political, developmental, and humanitarian aspects.
He also emphasized Egypt’s commitment to alleviating the humanitarian suffering of the Gaza Strip’s residents and accelerating the pace of reconstruction. He noted the ongoing preparations for the Cairo International Conference on Early Recovery, Reconstruction, and Development in Gaza.
The meeting also addressed developments in the Ukrainian crisis. Minister Abdel-Aty emphasized Egypt’s commitment to reaching a peaceful and diplomatic settlement to the crisis. This would achieve regional and international security and stability and spare the people further suffering.
The meeting concluded with both sides affirming their commitment to continued consultation and coordination on various international and regional issues, foremost among them supporting stability in the Middle East. This strengthens security and development and serves the interests of the friendly Egyptian and Russian peoples.
