Dubai, United Arab Emirates – The Dubai Government Human Resources Department held a special ceremony in appreciation of the efforts of its distinguished employees who successfully graduated from the “Qualification” program to develop second-class leaders. They were honored by His Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the Department, in the presence of a number of department leaders and representatives of the PWC Academy (PwC), which implements the program.

This strategic program is the result of exceptional cooperation between the Dubai Government Human Resources Department and the BWC Academy for Consulting and Training, to provide emerging leaders with the tools and knowledge necessary to anticipate the future, and enhance their capabilities to manage institutional transformation and adopt artificial intelligence in various fields of work, to meet future needs and keep pace with the latest global trends in empowering government competencies, combining behavioral, technical and strategic development.

His Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the Human Resources Department of the Government of Dubai, said: “The (Qualification) program embodies our vision of developing second-class leaders and providing them with advanced tools and skills that combine strategic thinking, technical knowledge, and modern leadership behaviors, allowing them to deal efficiently and effectively with the challenges of the future and invest in the opportunities presented by emerging technologies and artificial intelligence.. Through this distinguished program, we have witnessed exceptionally active interaction and enthusiasm from the participants, reflecting our staff’s awareness of the importance of continuing learning and personal development as a key factor in achieving Dubai’s future ambitions. We, at the Dubai Government Human Resources Department, base our strategy on producing competencies capable of leading change and making a difference in the government work environment. We affirm our commitment to working continuously and consistently to design, implement and launch more qualitative programmes and initiatives that contribute to enhancing the readiness of Dubai Government employees and support their pioneering role in the process of development and modernisation.

The program extended over an inspiring and intensive learning journey that lasted three months, from May to July 2025, and included a set of advanced specialized topics, most notably: the basics of strategic thinking, the practical application of project management, guidance and counseling, data-driven decision-making, exploring the horizons of artificial intelligence, cybersecurity, and institutional change management. The program also included collective final projects that focused on creating practical solutions applicable in the government work environment, which enhances employee happiness and supports productivity.

Participants praised the program, describing it as a valuable opportunity that allowed them to communicate with colleagues from different departments and exchange expertise and experiences, stressing that the technical and behavioral skills they acquired will have a direct impact on their professional careers, and contribute to improving their daily performance and expanding their career horizons.

The Dubai Government Human Resources Department continues to play its pivotal role in developing government competencies, by designing and implementing qualitative programs that enhance the readiness of its cadres and support the process of government modernization, which contributes to achieving national goals and is in line with Dubai’s future vision towards excellence and leadership in institutional work.
