Seoul, South Korea – South Korea announced a major cabinet reshuffle affecting six key ministerial portfolios. This marks the first significant government change since President Lee Jae-myung took office in June of last year. The move aims to inject new blood and revitalize the administration’s political and economic agenda as it enters its second year in office. It comes amid a concerted effort to bring in dynamic and experienced leaders to accelerate the implementation of government policies. Officials hope the reshuffle will yield tangible results that improve citizens’ lives. Furthermore, the changes are intended to stimulate innovation in future-oriented sectors such as artificial intelligence.

The new cabinet nominees included Lee Hyung-il, the first vice minister of finance, as deputy prime minister for economic affairs and minister of economy and finance. In the military, Kang Shin-chul, the former deputy commander of the South Korea-U.S. Combined Forces Command, was chosen as defense minister. Kim Seung-won, a lawmaker from the ruling Democratic Party, was nominated for justice minister. Other changes included Hong Je-soon as minister of land, infrastructure, and transportation; Lee Soo-young for the Ministry of Small and Medium Enterprises; and Yoo Hae-in for the Ministry of Gender Equality and Family.

Addressing economic challenges and the expansionary fiscal policy agenda

The appointment of the new finance minister comes at a highly sensitive time, as the government faces intense scrutiny regarding the sustainability of its expansionary fiscal policies. This coincides with turmoil in the domestic bond market and the anticipated release of the 2027 budget next week. The new minister will have to manage economic policy amidst tightening monetary conditions and address increased government spending to support growth. This reshuffle also comes at a time when the president’s popularity has plummeted to record lows, driven by concerns over soaring housing prices and volatile financial markets.

Anticipated defense and legal reforms and changes in the presidential staff

On the security and defense front, Defense Minister nominee Kang Shin-chol is expected to lead comprehensive reforms to bolster self-defense capabilities and prepare for future wars while maintaining the strategic alliance with Washington. At the Ministry of Justice, nominee Kim Seung-won is a leading advocate for structural reforms within the justice system. He also seeks to curtail the powers of the prosecution service. In addition to the cabinet reshuffle, presidential changes included the appointment of new advisors for planning the future of artificial intelligence and political affairs. All nominees are currently undergoing parliamentary vetting before their formal confirmation.
