Exclusive - What does Nechirvan Barzani's visit to Damascus mean, and what is the future of the relationship with the Kurds?

Damascus, Syria – Syrian Kurdish political analyst Ahmed Sheikho commented to “Voice of Emirates” on the visit of the President of the Kurdistan Region of Iraq, Nechirvan Barzani, to the Syrian capital, Damascus, and his meeting with the Syrian interim president. Sheikho emphasized that the visit was a highly significant political event given the critical timing. The timing comes amid sensitive issues on the regional stage. Regarding the implications of the visit, Sheikho explained that it aimed to legitimize communication and reaffirm territorial integrity. The meeting reflects the Kurdistan Region’s desire to deal with the central government in Damascus as the official authority. This aims to ensure stability and prevent any security vacuum or armed conflict.

He added that the visit reinforces the region’s role as an acceptable mediator between the authorities in Damascus and the Kurdish forces in northern and eastern Syria, such as the Syrian Democratic Forces (SDF) and the Kurdish National Council (KNC). Furthermore, it contributes to securing the shared border. It also strengthens field cooperation to prevent the infiltration of armed factions and remnants of terrorist organizations. He also noted the desire of both sides to benefit from the Kurdish experience as a model for regulating the relationship between the central government and the regions within the framework of the Syrian constitution. The discussions also addressed regional developments and threats. In addition, the talks covered the establishment of joint border security arrangements. Finally, this marks a historic opening by the Syrian authorities to the Kurds for the first time since the founding of Syria. It signifies recognition of the Kurdistan Region, in contrast to the policies of Bashar al-Assad’s regime.

Regarding the issues discussed, the talks addressed mechanisms for finalizing the comprehensive agreement to integrate the Syrian Democratic Forces (SDF) and service institutions into the state structure. They also discussed enshrining the cultural and political rights of the Kurdish people in the constitution. Furthermore, they addressed securing border crossings such as Fishkhabur/Semalka and cooperation in the education sector and curriculum development. The talks also discussed revitalizing economic ties. Additionally, they addressed reopening the Syrian consulate in Erbil.

Regarding the impact on Syrian Kurds, Sheikho explained that political support from Erbil guarantees a balanced negotiating formula with Damascus, thus averting confrontations. This support also contributes to bridging the gap between the Kurdish National Council and the Democratic Union Party, paving the way for unified ranks. Furthermore, the visit helps solidify existing cultural and service-related gains officially. In addition, it helps mitigate potential regional pressures and interventions on Kurdish areas.
