Moscow, Russia — Russian President Vladimir Putin asserted that Russia is one of only three countries globally possessing the scientific, technical, and infrastructural capacities required to develop advanced, sovereign artificial intelligence systems. These systems are capable of competing in the accelerating global technology race. Putin explained, in statements carried by Russian media, that owning an independent artificial intelligence ecosystem is no longer a technological luxury. Instead, it has become an essential element in bolstering national security and digital sovereignty.

Global Competition and Reliance on National Infrastructure

The Russian President indicated that Moscow is working to scale up its investments in fields of scientific research and digital innovation. There is a razor-sharp focus on building software and systems that rely entirely on local data and national infrastructure. This strategic direction aims to reduce dependence on foreign technologies within vital sectors. Additionally, this approach is particularly important amid fierce international competition over the development of smart models and their subsequent applications in military, economic, and administrative domains.

Human Talents and the Challenge of Accelerated Development

Putin added that Russia possesses a robust scientific baseline and highly skilled human competencies capable of achieving massive breakthroughs in the AI field. However, he noted that the current phase requires accelerating the pace of development. This is necessary to keep up with swift global transformations in this sector. These remarks arrive at a time when the world is witnessing an intense race among major powers—primarily the United States and China. They are competing to dominate artificial intelligence technologies and deploy them across various strategic landscapes.
