Cairo, Egypt – The Advanced Military Maintenance, Repair and Overhaul Center (AMMROC) has signed three strategic memoranda of understanding with the Arab Organization for Industrialization (AOI) in Egypt, on the sidelines of its participation within the national pavilion of the United Arab Emirates at EDEX 2025. The agreements aim to advance cooperation in the fields of aircraft components, structures and systems, engine parts, and rotary-wing aircraft maintenance.
Industrial cooperation with aircraft, engine and Helwan factories
The agreements include cooperation with the AOI Aircraft Factory in the manufacturing and development of aircraft parts, structures and systems for fixed-wing aircraft, jet aircraft and unmanned aircraft, as well as aligning production line capabilities with AMMROC’s programs and establishing dedicated manufacturing cells or production lines to support these programs. The MoU also covers enhancing inspection and testing activities in line with the highest international standards, in addition to knowledge transfer and technical training, and preparing joint proposals for regional and international markets.
A second MoU was signed with the Engines Factory and Digital Manufacturing Center to strengthen strategic cooperation and industrial, operational and marketing integration in engine overhaul and repair, manufacturing and processing of engine parts, and leveraging advanced digital manufacturing capabilities. The memorandum includes carrying out specified overhaul and repair work; manufacturing engine parts such as rotating and static components, nacelles, structures and shafts; developing and applying thermal and surface treatments and special coatings for selected engine parts; and supporting related supply chains. It also provides for joint technical training programs designed to extend component service life and enhance the efficiency of precision manufacturing operations.
The third MoU focuses on cooperation between AMMROC and Helwan for Advanced Industries to support and develop rotary-wing aircraft maintenance capabilities. It covers collaboration in maintenance, repair and overhaul programs for helicopter components and systems, participation in manufacturing or modifying selected parts for platforms operated by AMMROC, developing upgrade and modernization programs, structural work, fairings and installation systems, identifying priority platforms, and establishing specialized workshops and production lines. The memorandum also includes mutual training, knowledge transfer and the study of opportunities to implement joint projects in regional markets.

His Excellency Dr. Nasser Hamid Al Nuaimi, Secretary General of the Tawazun Council, stated that the agreements reflect the UAE’s commitment to strengthening industrial and defense integration with Egypt and building advanced, knowledge- and technology-driven capabilities that support high operational readiness and more resilient supply chains.
His Excellency Mahmoud Al Hay Al Hameli, Chief Executive Officer of Abu Dhabi Aviation Group, noted that the Egyptian market is a strategic partner for expanding AMMROC’s regional presence, given its promising capabilities and potential, and that these agreements lay the foundations for a long-term partnership that supports AMMROC’s operations ecosystem in the UAE.
For his part, AMMROC CEO Jasim Al Marzouqi stressed that participation in EDEX 2025 and the signing of these MoUs enhance AMMROC’s regional footprint and broaden its partnerships in the military aviation sector, strengthen the readiness of military fleets, expand the scope of maintenance, repair and overhaul services, and support the UAE’s position as a leading regional hub in this field.
