Washington, DC – The United States and Pakistan held their fourth counterterrorism dialogue in Washington, DC. Both sides reaffirmed their unwavering commitment to combating terrorist groups and strengthened bilateral security cooperation mechanisms. This comes at a time of heightened regional tensions.

Strategic partnership and confronting regional threats

A joint statement issued by the U.S. State Department indicated that the talks were led by U.S. Coordinator for Counterterrorism, Ambassador Gregory Logarvell, and Pakistani Foreign Ministry Special Secretary, Ambassador Nabil Munir. The statement emphasized that the dialogue highlighted the shared interests within the strategic partnership between the two countries. It also noted their mutual commitment to confronting the threats of regional and global terrorism.

During the talks, the official delegations exchanged in-depth views on the current security threat environment. The delegations from both countries explored ways to enhance field cooperation. They also discussed practical steps to strengthen border security and disrupt the support and financing networks of terrorist organizations. Furthermore, the statement explicitly identified several entities that pose a direct threat to regional security. These include ISIS-Khorasan, al-Qaeda, and the Pakistani Taliban. The Balochistan Liberation Army and its affiliated organizations were also mentioned. The participants pledged to ensure the security of both countries and support sustainable regional stability.

Positive transformation and internal security challenges

This renewed diplomatic and security engagement represents a qualitative shift. It also reflects the turning of the page on the difficult period in US-Pakistani relations following the US military withdrawal from Afghanistan in 2011. In recent years, the two countries have been keen to expand areas of common interest. These areas have included trade, investment, climate cooperation, and regional de-escalation. Islamabad’s diplomatic role has also recently been prominent in mediating the US-Iran conflict.

This rapprochement comes at a time when Pakistan is facing extremely serious internal security and operational challenges. Reports from the Pakistan Institute for Conflict and Security Studies indicate a sharp escalation in violence related to terrorist attacks and counter-terrorism operations during July, making it the deadliest month of the year. These incidents resulted in the deaths of 112 security personnel out of a total of 205 victims of the successive waves of violence.
