Beirut, Lebanon – The Lebanese Army has outlined the conditions necessary to complete its deployment in the south of the country and implement the arrangements associated with the framework agreement. It emphasized the importance of the security and field conditions that enable the forces to fully carry out their duties. This move is part of Beirut’s efforts to strengthen the state’s presence in the south and expand the scope of the army’s deployment, thereby contributing to the protection of the population, the consolidation of stability, and the reduction of the likelihood of renewed confrontations.
The deployment plan encompasses specific areas both north and south of the Litani River, with the operation set to proceed gradually and in accordance with clear security arrangements and rules of engagement. Implementation of the agreement faces challenges on the ground, including persistent tension in certain areas, and requires the concerned parties to commit to reciprocal measures; this would enable the Lebanese Army to expand its deployment without hindrance. Furthermore, military and logistical capabilities are key factors influencing the Army’s ability to carry out its missions—particularly given the difficult economic conditions Lebanon is experiencing—underscoring the need for continued international support for the military institution.
Lebanese authorities hope that the completion of the deployment will strengthen state authority and foster more stable conditions in the south. This is taking place alongside ongoing efforts to consolidate the de-escalation and implement the remaining provisions of the agreement. The success of the framework agreement hinges on the extent of mutual commitment to implementing its terms, as well as the Lebanese Army’s ability to perform its role on the ground.
