Beirut, Lebanon – The Lebanese Ministry of Foreign Affairs and Emigrants submitted a formal complaint to the UN Security Council, demanding that Israel be compelled to implement Resolution 1701 and the Declaration of Cessation of Hostilities issued in November 2024. The complaint was accompanied by comprehensive documentation of Israeli violations on the ground. Three detailed tables recorded 2,036 violations during the last quarter of 2025, escalating from 542 in October to 803 in December. For this reason, Lebanon called for international pressure to force Israeli forces to withdraw from the five occupied points. It also demanded a return to the internationally recognized border and an end to attacks on UNIFIL forces.
The Lebanese Foreign Ministry affirmed the government’s commitment to the army’s five-phase plan to impose state authority and restore the decision-making power regarding war and peace. It noted the completion of the first phase south of the Litani River and plans to expand towards the Awali River, Beirut, Mount Lebanon, and the Bekaa Valley.
Beirut reiterated its readiness to enter into negotiations to end the occupation and halt the attacks. It also reaffirmed its commitment to the 1949 Armistice Agreement and the 2002 Arab Peace Initiative, while demanding the release of prisoners and an end to the ongoing threats to the country’s sovereignty.
