Washington, DC – US media reports indicate that the Trump administration is conducting secret talks with Russia to develop a new plan to end the war in Ukraine. According to Axios, as reported by international news agencies, the discussions include a draft 28-point plan intended as a preliminary framework for a ceasefire and broader security arrangements in Europe.
According to reports, the negotiations on the American side are being led by Special Envoy Steve Wittkopf. He has held several meetings with Russian representatives, including Kirill Dmitriev, as well as talks with Ukrainian officials. Information suggests that Washington has already begun briefing a number of European countries on the initial outline of the plan.
The proposed draft includes provisions relating to security arrangements, international guarantees, and future understandings between Moscow and Kyiv. This comes amid talk of controversial proposals concerning territorial arrangements in some conflict zones.
These moves have raised concerns among several Western allies, who fear that any unbalanced agreements could undermine Ukraine’s position. There are also concerns that they could grant Moscow further concessions. These developments come at a time when Trump is seeking to reshape US foreign policy priorities and open direct channels of communication with Russia to end the war that has raged since February 2022.
