Europe – “Hybrid warfare” is one of the most prominent modern military concepts adopted by NATO in its strategy to counter Russia. It is a combination of conventional and unconventional tools used to achieve political or military objectives without an outright declaration of war.
This type of warfare involves the use of multiple means, such as cyberattacks and the dissemination of disinformation. It also includes support for irregular armed groups, economic pressure, and limited military action.
NATO believes Russia has followed this pattern for years, particularly in its conflicts with Ukraine and Georgia. Russia combines conventional military force with psychological warfare and disinformation tactics. The goal is to achieve military and political gains without engaging in a full-scale confrontation.
NATO countries are working to develop their defense and intelligence capabilities to counter this type of threat. This is being done by strengthening coordination among member states and sharing information to confront the “gray threat” that lurks between peace and war.
NATO leaders emphasize that countering hybrid warfare is no longer an option, but a necessity to protect European security and prevent the destabilization of the continent.
