Brussels, Belgium – European Commission President Ursula von der Leyen and European Council President António Costa visited Damascus today. The visit aimed to discuss renewed bilateral relations with Syria. They met with Syrian President Ahmad al-Sharaa to discuss this new chapter in bilateral relations. This chapter focuses on three pillars:
1. A new political partnership that supports a peaceful, inclusive, and national reconciliation within Syria. This also includes the country’s regional reintegration.
2. Enhanced trade and economic cooperation, including Syria’s participation in initiatives under the Mediterranean Agreement. This is supported by a substantial financial package for 2026 and 2027. The package aims to enable socio-economic recovery and reconstruction, and to facilitate private investment.
3. A financial support package of approximately €620 million for 2026 and 2027. This includes humanitarian aid, support for early recovery, and bilateral support.
President von der Leyen said: “Just over a year ago, decades of fear, silence, and state violence began to give way to hope, opportunity, and the possibility of renewal. We know that the road to reconciliation and recovery is difficult. Healing, rebuilding lives, and restoring trust in institutions take time. We are here today to work for Syria and for all Syrians, to achieve the goal of a new, peaceful, inclusive, and secure Syria.”
The President acknowledged the important steps taken by the transitional authorities, despite the remaining challenges. Therefore, the path to sustainable reconciliation and reconstruction must be supported by effective reforms. The European Union will continue to support these reforms.
Strengthening related efforts is also important. Damascus’s participation in initiatives under the Mediterranean Agreement is a key element for a successful and inclusive transition. It also helps in its future integration into the regional and global economy.
