Paris, France – French President Emmanuel Macron, British Prime Minister Keir Starmer, and Ukrainian President Volodymyr Zelenskyy signed a declaration of intent on Tuesday aimed at deploying a multinational force in Ukraine in the future. This came after a ceasefire was achieved, a step that remains far from being realized on the ground.
The signing took place during a meeting of countries supporting Ukraine in Paris. The goal was to demonstrate a united front against Moscow nearly four years after the start of the Russian military operation. Macron explained that this force, which has been under discussion for months, aims to provide “a form of reassurance in the days following the ceasefire.” He confirmed that the 35 countries participating in what is known as the “coalition of the willing” have agreed to provide strong security guarantees to Ukraine.
The French president noted that reaching a joint security statement, endorsed by Kyiv’s allies, including the United States, represents a significant step toward strengthening stability. British Prime Minister Keir Starmer, for his part, affirmed that the world is closer than ever to achieving peace in Ukraine. However, he emphasized that the most difficult stages still lie ahead for the parties involved.
Meanwhile, European Council President Antonio Costa announced the European Union’s readiness to support any peace agreement. The EU will provide support through civilian and military missions on the ground. He stressed the necessity of empowering Ukraine with the strongest possible position before, during, and after any ceasefire.
US envoy Steve Wittkopf noted Washington’s optimism regarding the spirit of partnership and cooperation among the parties during the “Coalition of the Willing” meeting. He affirmed that the United States, despite not being a member of the coalition, will continue to support Ukraine. This includes providing support to the international force in the event of any potential attack.
This initiative is part of ongoing international efforts to strengthen security and stability in Ukraine. It also aims to establish ceasefire monitoring mechanisms that ensure the protection of civilians and vital infrastructure.
