Cairo, Egypt – Egyptian President Abdel Fattah El-Sisi has called on the Senate to hold its first session of the first regular session of the second legislative term next Saturday.
Sisi issued Republican Decree No. 580 of 2025 calling for the Senate to convene.
This will be next Saturday, October 18, at 11:00 AM.
To open the first regular session of the second legislative term, which was published in the Official Gazette today.
Putting the finishing touches
Counselor Mahmoud Othman, Secretary-General of the Senate, confirmed that the General Secretariat has completed the final touches,
This is in preparation for receiving the members appointed by Republican Decree No. 575 of 2025.
This completes the formation of the Council in the second legislative session (2025-2030).
It is worth noting that the General Secretariat of the Senate has invited the appointed members to attend next Thursday.
This is to issue new membership cards in preparation for the opening session.
The session is chaired by the oldest member.
The opening session shall be chaired by the oldest member, and shall witness the members taking the constitutional oath.
Also, the election of the Council President and the two deputies, in accordance with what is stipulated in the Council’s internal regulations.
Article (13) of the bylaw stipulates that the Council shall elect its President and two deputies at the beginning of each legislative session by an absolute majority.
This is based on the number of valid votes, with the oldest member present chairing the opening session, assisted by the two youngest members.
Text of the constitutional oath
During the session, the President of the Republic’s decision to call the Council to convene is read out, and then the members take the constitutional oath, the text of which is:
“I swear by Almighty God to faithfully uphold the republican system, and to respect the Constitution and the law,
And to fully protect the interests of the people, and to preserve the independence of the homeland and the unity and integrity of its territories.
The oldest member and the two assistant members also begin taking the oath, followed by the rest of the members, one by one.
No member shall assume his duties until he has taken the oath.
Then the Council President and the two deputies are elected secretly in a public session.
The elected president assumes his duties immediately after his victory is announced, and no discussions are held in the council before the election of its president.
