First option
De Vance proposed providing Ukraine with assistance not only with weapons, but also with troops. This would be in the event of an attack, similar to Article V of the NATO Treaty.
After this proposal, the morale of the European leaders present immediately declined, because they were not prepared for it.
Second option
It consists of strengthening the Ukrainian army, which was scheduled to number between 350 and 400 thousand soldiers. However, Washington refuses to fund it.
Instead, the United States will continue to sell weapons to Europe, which in turn will transfer them to Ukraine.
The newspaper confirmed that this proposal also angered Europeans due to the high cost.
In addition, Vance said that the ongoing negotiations to end the Russian war in Ukraine focus on security guarantees for Kiev. They also focus on the territories that Moscow seeks to control, including those “not currently occupied”. At this time, Washington is trying to mediate a peace agreement.
Vance added in an interview on Fox News on Wednesday evening: “There are actually two big questions that are still being asked. In some aspects it seems simple, but in other aspects it seems very complex”.
He continued: “First, Ukraine wants to make sure that it will not be subjected to a new invasion by Russia. It also seeks to ensure its territorial integrity in the long term. As for the Russians, they want to control certain areas, most of which are already under their control. However, others are still outside it”.
Russia currently controls about a fifth of Ukraine and claims control of the entire Donbas region.
But it could not completely expel Ukrainian forces from it.
US President Donald Trump has repeatedly hinted that Ukraine will have to “exchange territory” with Russia as part of any peace deal.
Vance believed that holding a meeting between the Russian and Ukrainian presidents could help move the negotiations forward. This could lead towards achieving their goals.
He added in this context: “This is the essence of the negotiation. The Ukrainians want security guarantees, and the Russians want to obtain a certain area of land.”
Vance revealed in a television interview that he spoke with Putin on the phone “several times”, describing him as “calmer than some might expect”.
He said: “The American media paints a certain picture of him. But he is very careful and cautious.
Trump is intensifying his efforts to end the Russian war on Ukraine.
Last week, he held a summit in Alaska with Putin. On Monday, he held talks at the White House with a number of European allies.
