Dubai, United Arab Emirates – The Emirate of Dubai is hosting the 28th Universal Postal Union Congress.
The event comes under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum. He is the Vice President and Prime Minister of the UAE and Ruler of Dubai.
Which will be held from September 8 to 19, 2025 at the Dubai World Trade Centre.
With the participation of more than 2,000 participants from 192 EU member states.
In addition to many participants through visual communication channels.
Hosting the conference in Dubai comes within the framework of enabling international efforts. These efforts are aimed at shaping the future of the postal and logistics sector.
In implementation of the UAE’s vision to enhance international cooperation through trade and services networks.
The conference is the most prominent event organized by the Universal Postal Union, the United Nations specialized agency for the postal sector.
It brings together decision-makers and senior officials from member states.
Including relevant ministers, heads of national postal institutions, and senior experts from the public and private sectors.
The conference comes at a time when the world is witnessing an unprecedented acceleration. This is occurring in the fields of e-commerce and digital transformation.
In addition to the growing requirements for quality, reliability and cybersecurity.
This reflects the UAE’s position as a leading global center for innovation and logistics integration. It is also a preferred destination for hosting international events.
Which contributes to strengthening international dialogue and formulating future policies.
The conference will witness discussion sessions to adopt the Union’s new strategy for the period between 2026–2029. This will be called the “Dubai Strategy” in recognition of the host country.
The conference will also witness the election of the Director General and Deputy Director General of the Universal Postal Union for the next session.
In addition to selecting member states for the Administrative Council and the Postal Operations Council. These councils are responsible for supervising the implementation of strategic decisions and monitoring operational performance.
In this regard, His Excellency Sultan bin Saeed Al Mansouri, Chairman of the Supreme Committee for the Preparation and Supervision of the 28th Universal Postal Union Congress, said: “The UAE’s hosting of this global event confirms its proactive approach to building an integrated international system. This system enhances communication between countries and provides platforms for practical dialogue aimed at developing policies consistent with future requirements.”
Updating postal products
The conference deliberations are scheduled to result in an output package that includes modernizing postal products and their compensation mechanisms.
In addition to setting service quality standards, and enhancing cooperation and operational integration between postal agencies and broader system partners.
In turn, His Excellency Badr Salim Sultan Al Ulama, Honorary President of the Conference and Chairman of the Board of Directors of Seven X (7X), said: “The conference is the main platform for unifying international efforts towards a more efficient, comprehensive, and secure postal and logistics system”.
He added, “The outputs to be adopted, most notably the Dubai Strategy, which will define the Union’s future directions, will contribute to enhancing the experience of individuals and institutions. This will be achieved by adopting unified service standards and developing digital integration mechanisms.”
The conference is organized by the UAE government and in close coordination with relevant federal and local authorities.
In addition to partnering with regulatory and service bodies. This ensures the creation of an integrated regulatory environment that allows participating delegations a smooth and rich experience.
