RIYADH, Saudi Arabia – Saudi Arabia and Syria signed a memorandum of understanding in the energy sector, which includes enhancing cooperation in the electricity and renewable energy sectors, regional electricity interconnection, oil and gas, and petrochemicals, according to a post by the Syrian Arab News Agency on the X platform today.

The memorandum was signed by Prince Abdulaziz bin Salman, Saudi Minister of Energy, and Syrian Energy Minister Mohammed al-Bashir during his visit to the Kingdom, which began yesterday. The visit comes two days after the conclusion of the “Syrian-Saudi Investment Forum 2025,” which was held in Damascus and witnessed the signing of 47 agreements between the two countries to invest 24 billion riyals ($6.4 billion) in Syria.

Cooperation between the two countries includes energy transformation and modern technologies, in addition to developing human resources, encouraging innovation, and transferring technology, according to the memorandum of understanding.

The Syrian government is counting on energy projects, particularly renewable energy, to meet the country’s needs.

Al-Bashir and a number of his aides visited the Sudair solar power plant, owned by ACWA Power. The plant is one of the largest in the region, spanning an area of approximately 36 square kilometers and featuring nearly 3.3 million solar panels with a production capacity of 1.5 gigawatts. During the visit, Al-Bashir emphasized the importance of the plant as a pioneering model in the field of renewable energy, noting the Syrian Ministry of Energy’s interest in studying the possibility of establishing a similar plant in Syria.

During his visit to the Kingdom, Energy Minister Mohammed al-Bashir met with a number of members of the Syrian community residing in Riyadh, in addition to a group of Saudi businessmen who presented proposals and initiatives for joint development projects aimed at contributing to the development of Syria’s energy sector. They affirmed their readiness to contribute to rebuilding infrastructure and expanding investment in traditional and renewable energy, according to the Syrian News Agency.
