Cairo, Egypt – The Egyptian Ministry of Foreign Affairs hosted the fifth meeting of the Consultative Mechanism to enhance coordination of peace efforts in Sudan on January 14, 2026, in Cairo, under the chairmanship of Dr. Badr Abdel-Aty, Minister of Foreign Affairs, Immigration, and Egyptian Expatriates Affairs. Delegations from various countries and regional and international organizations participated in the meeting, including Mr. Ramtane Lamamra, the Personal Envoy of the UN Secretary-General for Sudan. Also in attendance were His Excellency Mr. Abdoulkader Hussein Omar, Minister of Foreign Affairs of the Republic of Djibouti, and Mr. Massad Boulos, Senior Advisor to the US President for Arab and African Affairs. Sheikh Shakhbout bin Nahyan Al Nahyan, UAE Minister of State for Foreign Affairs, and Engineer Waleed Al-Khuraiji, Deputy Minister of Foreign Affairs of Saudi Arabia, also participated. Representatives from Germany, Turkey, Norway, Qatar, the United Kingdom, and the People’s Republic of China were also present. The Russian Federation, France, Iraq, and Angola participated, as did the European Union, the League of Arab States, the African Union, and the Intergovernmental Authority on Development (IGAD). This is within the framework of intensifying international and regional efforts to deal with the serious challenges posed by the delicate regional situation that brotherly Sudan is going through.
In his address, the Foreign Minister emphasized that the Sudanese crisis necessitates concerted and sincere international and regional efforts to urgently halt the bloodshed. He also stressed the gravity of the current situation and its serious repercussions for regional peace and security, particularly in neighboring countries, the Horn of Africa, and the Red Sea region. In this context, the Foreign Minister referred to the presidential statement issued on December 18th. This statement clearly outlined Egypt’s firm position and red lines, which include preserving Sudan’s unity and territorial integrity, rejecting the secession of any part of it, and safeguarding Sudanese state institutions.
Minister Abdel-Aty explained that Egypt’s commitment to achieving peace and stability in Sudan was embodied in the launch of the Sudan Neighboring Countries Initiative in July 2023. This initiative emphasized the necessity of a ceasefire, the initiation of comprehensive political consultations, and ensuring the delivery of humanitarian aid. He also noted Egypt’s positive participation in several tracks, including the International Quartet and the African Union’s expanded mechanism. The Minister stressed the importance of continuing to work within the framework of the International Quartet to reach a comprehensive humanitarian truce leading to a sustainable ceasefire. He further mentioned the launch of a comprehensive, Sudanese-owned political process. He also noted that Cairo hosted a meeting of Sudanese political and civil forces as part of the “Cairo Dialogue 1” in July 2024.
The Foreign Minister stressed that ending the bloody fighting requires an urgent humanitarian truce followed by a sustainable ceasefire. A comprehensive political process must then be launched to preserve Sudanese state institutions and prevent the formation of parallel entities. The Minister reiterated Egypt’s full solidarity with Sudan and called on the international community and donor countries to fulfill their humanitarian pledges, given the deteriorating humanitarian situation in Sudan.
Participating delegations delivered statements addressing their positions on the developments in Sudan. These statements emphasized the importance of intensifying regional and international efforts to support the ceasefire and protect civilians. The delegations also stressed the need to facilitate unimpeded access for humanitarian aid and to support the comprehensive political process. They further emphasized the importance of preserving Sudan’s unity and territorial integrity and fulfilling the aspirations of the Sudanese people for security and stability.
