Tunis – Tunisian Justice Minister Leila Jaffel stated during a parliamentary hearing on Saturday evening, November 14, 2025, that more than 10,000 prisoners are currently incarcerated in Tunisian prisons for drug-related offenses. This exacerbates the overcrowding crisis in the prison system.
Details of drug cases
The minister explained that the majority of these prisoners are being prosecuted for drug trafficking and distribution, as well as for forming gangs specializing in this field.
The number of prisoners prosecuted in trafficking cases has reached more than 8,200 prisoners, and the rest are distributed among detainees in drug consumption cases.
These high figures come amid extensive security campaigns. Authorities are tracking down smugglers, dealers, and users, particularly in working-class neighborhoods, near educational institutions, nightclubs, and border crossings.
Prison overcrowding exceeds 160%
Tunisian prisons are under immense pressure. Data indicates that the total number of prisoners exceeds 30,000, while the capacity of Tunisia’s 30 prison facilities is only around 18,000.
The National Authority for the Prevention of Torture reported that overcrowding in some prisons has exceeded 160%. This situation is particularly noticeable in Mornaguia and Borj El Amri prisons. The Authority stated that this overcrowding hinders the provision of even the most basic necessities for a dignified life within prisons.
Measures to alleviate pressure: Electronic fences
In an effort to alleviate overcrowding in prisons, Minister Jafal indicated that authorities have begun a pilot program using 200 electronic bracelets within correctional facilities. This initiative aims to gradually implement alternative punishments for non-serious cases that do not pose a threat to public safety.
