The joint declaration was issued after the opening session of the second ordinary session of the CEMAC Parliament, held in Malabo, the capital of Equatorial Guinea.
It bears the signatures of Mohamed Ould Errachid, President of the Moroccan House of Councillors, and Evariste Ngamana, President of the CEMAC Parliament.

The announcement also supports the joint process launched in Rabat through a significant memorandum of cooperation between the Moroccan House of Councillors and the CEMAC Parliament.
Which laid out a roadmap for joint action in the areas of development, regional integration and strengthening the continental economy.
In this context, the “Laayoune Declaration” was recalled, resulting from the first edition of the Joint Parliamentary Economic Forum, held in the city of Laayoune in the Moroccan Sahara under the patronage of King Mohammed VI.
It served as a key platform for exchanging expertise and enhancing economic integration between the Kingdom and CEMAC countries.
The role of the CEMAC Parliament in promoting international parliamentary cooperation
The Speaker of the CEMAC Parliament, Evariste Ngamana, praised the efforts of the Moroccan House of Councillors in building bridges of South-South parliamentary dialogue.
He emphasized that the CEMAC Parliament has become a key partner in African and international parliamentary dialogue forums, including the Afrolac Forum for Africa and Latin America.
The two parties announced their intention to intensify the exchange of expertise and implement joint programmes to develop the capacities of parliamentarians and administrative staff in the two institutions.

The declaration affirmed the continuation of the parliamentary economic dialogue that began in Laayoune, through the organization of the second edition of the Morocco-CEMAC Parliamentary Economic Forum in June 2026.
With the aim of enhancing integration between diplomatic and economic efforts, with a focus on the Kingdom’s southern regions as a strategic hub for communication, development, and investment between North and Central Africa.
Historic participation and a future vision for cooperation
The participation of the Speaker of the Moroccan House of Councillors, Mohamed Ould Errachid, in the sessions of the CEMAC Parliament is the first of its kind for the head of a Moroccan legislative institution.
It represents an opportunity to capitalize on the potential to deepen parliamentary and economic cooperation with the group’s member states, which include Cameroon, Chad, Congo, Gabon, Equatorial Guinea, and the Central African Republic.
This cooperation comes within the framework of the diverse composition of the Moroccan Council of Advisors, which includes economic, social, professional, and trade union components, thus enhancing support for economic and investment relations between Morocco and the CEMAC countries.
