Abu Dhabi, UAE – The UAE’s Authority for Identity and Citizenship announced on Wednesday that all categories of people who were unable to travel due to their delayed departures as a result of the exceptional circumstances the region is experiencing will be exempt from fines. This includes the closure of airspace and the suspension of a number of flights.
Beneficiary categories
The decision includes all cases where individuals were unable to leave the country, whether they arrived on a visit or tourist visa, or held exit permits. Additionally, it includes residents who canceled their residency permits in preparation for leaving the country, provided that the fine is imposed starting from February 28, 2026.
Application procedures
The authority confirmed that the exemption is automatic and does not require separate applications. It also indicated the need to review the authority’s official website for details regarding eligible cases and the mechanism for monitoring the implementation of the decision.

This decision comes as part of the UAE government’s commitment to mitigating the burdens resulting from these extraordinary circumstances and ensuring the rights of citizens and residents during the temporary suspension of flights.
