Dubai, United Arab Emirates – As part of the national efforts to develop the infrastructure system and enhance quality of life in the United Arab Emirates, the UAE Council for Infrastructure and Housing held its regular meeting No. 3 for the year 2025. The meeting was chaired by His Excellency Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure.
The meeting reviewed the implementation progress of strategic initiatives and projects aimed at advancing the transport and urban planning sectors. It also discussed future solutions to reduce traffic congestion and improve traffic flow across the country.
Government Action
The convening of the Council comes just days before the UAE Government Annual Meetings 2025. This reflects the spirit of integrated government action established by the nation’s wise leadership. The Council is committed to enhancing coordination between federal and local entities. Their goal is to formulate practical solutions that support the objectives of the ‘We the UAE 2031’ vision. Moreover, they aim to translate the leadership’s directives into building advanced infrastructure that drives sustainable economic and social development.
National Projects
The Council reviewed the progress of national projects that contribute to reducing traffic congestion. These projects also enhance traffic flow across the UAE’s road networks. This is part of ongoing efforts to improve road efficiency and enhance quality of life in cities. The Council also discussed plans to develop smart mobility solutions and integrate transport systems. These plans align with the government’s vision to build a sustainable and safe infrastructure. This infrastructure aims to keep pace with rapid urban and population growth and meet the needs of society and the national economy.
The Council also reviewed the contribution of the national railway network in reducing traffic congestion on roads. Since its full inauguration in 2023 and up to 2025, the network has successfully eliminated more than two million truck trips from roads. The number is expected to increase by around seven million trips in the next five years.Moreover, the operation of freight trains has led to a 70–80% reduction in carbon emissions compared to road freight transport. This further strengthens the UAE’s efforts to achieve climate neutrality by 2050.
National Roadmap
His Excellency Al Mazrouei said: “The relevant entities continue to implement a national roadmap to integrate land and rail transport at both the federal and local levels. The goal is to reduce congestion, enhance safety, and improve the efficiency of logistics services.”He added: “The convening of the UAE Council for Infrastructure and Housing reaffirms the UAE’s steadfast commitment. The commitment is to adopting proactive, innovation- and data-driven solutions that strengthen the integration of the transport, housing, and urban planning sectors. This is in line with the objectives of the ‘We the UAE 2031’ vision.”
His Excellency Al Mazrouei continued: “Through the UAE Council for Infrastructure and Housing, we are keen to formulate practical policies that shape the future of infrastructure and urban transport in the country. These policies align with our national objectives and the vision of our wise leadership. Our aim is to accelerate the implementation of strategic projects that help reduce traffic congestion and enhance quality of life. We plan to do this through effective partnerships bringing together federal and local entities, as well as the private sector. This will further strengthen the UAE’s position as a global model in developing smart, sustainable infrastructure. Such infrastructure supports comprehensive and inclusive development.”
